Debra was born April 5, 1962, to Elijah Goodwin and Clara Belle Oliver whom both preceded her in death. She was born and raised in Cleveland, along with her other siblings.

At an early age she accepted Christ and later became a member of New Jerusalem Baptist Church under the late Pastor Bobby Ward. And until her recent departure, she was an active member of Greater Mt. Zion where she served under Pastor Donald P. Newsom. She was a valued member as she served as Vice President of the Choir and Praise Team, Chairperson of the Church Anniversary, Assistant to the Mother's Board, Altar Guild Member, and Pastor's Aide Member to her Pastor and First Lady.

Debra wore many hats and lovingly served wherever she was needed.
After many years of serving and laboring, Debra spent her last enjoying her retirement as the socialite she was, she then went on to serve on a hosts of Boards and Committees and many other Social Organizations.
